A World War II veteran and graduate of the University of Chicago, Small made his mark as a Washington bureau chief for CBS News and later became the president of NBC News.
He oversaw coverage of the civil rights movement: the march on Washington and the Senate filibuster of the 1964 Civil Rights Act, the assassination and funeral of John F. Kennedy, the escalation of the war in Vietnam, and Watergate.

During his tenure, Small brought many reporters to the forefront of commercial network news including Dan Rather, Diane Sawyer, Bernard Shaw, Marvin Kalb, Lesley Stahl, Connie Chung, Ed Bradley, Rita Braver, and Bob Schieffer.
From 2000 to 2010, he served as chairman of the News & Documentary Emmy Awards. In 2014, he received its lifetime achievement award.
Small died May 24, 2020, in New York, New York. He was 93.
